Sheffield City Council has announced the appointment of its new Executive Director of People Services. The post became vacant with the retirement last month of Jayne Ludlam. The new post holder will be John Macilwraith, who will join Sheffield City Council from Cumbria County Council. In his current role of Executive Director People, John is responsible for Children’s and Adults Services and is Deputy Chief Executive. He is responsible for a significant budget and a substantial number of staff which includes a large in house residential care provider.

NHS England and NHS Improvement have chosen the boss of a major hospital trust to be their national chief operating officer, effectively the deputy chief executive of the NHS.

Eaton Court Care Home has employed a new Home Manager, Ann Ruttle.

Video has surfaced of a 92-year-old mother confessing to shooting her 72-year-old son dead after he threatened to put her in a nursing home. Anna Mae Blessing was arrested last year for shooting her son Thomas dead. Blessing, who dies in November in hospice care while awaiting trial, says in a video interview with police that she had two guns stashed inside her dressing gown. She told police that as Thomas came towards her she fired multiple rounds at her only son. “I can’t remember the calibre, it was a good size one,” she said. “I backed up and I pulled the trigger, and it broke the mirror and I don’t know what I did. Then Tom was going to come at me again so I pulled the trigger … I’m sure the second round hit him.”

Claire Bibbly has been appointed general manager at not for profit operator Belong’s dementia care village in Warrington.

Cathy Elliott has been named the new chair of Bradford District Care NHS Foundation. She is currently non-executive director for Tameside and Glossop Integrated Care NHS Foundation Trust in Greater Manchester and has a Ministerial appointment as independent chair of Community and Business Funds for the Government’s High Speed 2 project. She will join the Trust later this summer.

The chair of Sage Partnerships, the affordable housing provider owned by private equity giant Blackstone, is to step down after less than a year in the role. Sir Michael Lyons said it was a special opportunity to work with Blackstone and Regis and establish Sage Partnerships, and he looks forward to seeing the organisation make a significant contribution to the affordable housing market in the future.

Jacky Tiotto will become the new chief executive of Cafcass in autumn 2019, replacing the retiring Anthony Douglas, the family court advisory service has announced.
